I'm not exactly sure what they fill them Geiger Muller tubes with, but if it's not some exotic stuff, which it probably isn't and if you have access to a vacuum pump, you could probably make your own in a garage. I mean, after all it's just two electrodes in a sealed container, and 500-ish volt power supply isn't hard to rig at all.
