Early internet protocols also weren't scalable nor usable by normies.
Many faded out of use and new ones became the defacto standards.
Yet, the foundation is all still there.
At the end of the day, layers are just an abstraction that most people won't even be aware of - They'll be aware of applications and how to use them. If that means locking sats into a LN channel via an on-chain TX they'll do so. If that means creating VTXOs to be able to retain self-custody whilst transacting cheaply, they'll do so. It's possible one of those UXs will win out over the other too.
I think it's the UXs that will really need focus at some point soonish, and that UX will naturally streamline and standardise which protocols are used in other layers.
