There is an assumption that the expander is properly grounded through the PCIe slot & isolates its data & on-card power and that the PSU of the drive (SAS target) host is working properly (its safety features do list a number of things related to this).
I would indeed much prefer if the SAS interconnect between the two machines was fiber but alas, that is more expensive.
