The answer is that you assume competency because id/DD people can actually communicate to others what our difficulties and needs are. IQ's inevitable functional effect is to manufacture a hierarchy that enables the mistreatment of intellectually and developmentally disabled people. We don't need a number to assign to people to justify who gets the resources and help they need.
