They collect statistics so they can allocate resources to tackle stuff. If people don't tell action fraud then resources don't get allocated. However, it doesn't help each individual victim of fraud.
For things that mention stuff like government agencies or schools, they take a more proactive approach and do disruptions and takedowns. The person reporting may not hear back that that has happened, but it does happen and it's worth reporting.
