I don't think it's individuals. It's trusts and companies.
Individuals can be pressured, trusts can't.
Same problem in South Africa, in fact part of this whole land issue.
They create trusts to remove personal responsibility like taxes, rates etc. and then either sell slots or shares (private seats) in the trust.
Real estate is also good recurring income and a hedge in uncertain times
