In Acts 8, Philip converts and baptizes the eunuch from Nubia. The eunuch was definitely black and served the black queen of Nubia (kandake is the Meroitic term for a queen of Meroe which is in modern Sudan). So, one of the Twelve was led to him by the Spirit and saved him. So it doesn't appear to be an issue of being human or savable. The problems and savagery of Africa go more to the intellectual and emotional limitations of sub-Saharans. Being dumb or low impulse isn't a sin by itself, but it leads to bad decision making, which makes sinful choices more likely.
