Probably over a decade ago I set a user defaults override I had come across that disables the mac's desktop entirely. (I have no icons on my desktop - it is only the wallpaper.) I don't know if this a public/official setting or not, but that override has persisted all this time across many major OS upgrades. I often forget that this isn't the normal macOS experience.
