I was thinking of #Alabama and #Louisiana, but being European my #definition of a ban is probably different to yours.
My take is, if it's really only rich people who can afford it, it's not really available, so it's been banned.
You could argue #Twitter isn't really banned in #Brazil because rich people who own houses elsewhere can still access it on a VPS.
But Twitter is effectively banned in Brazil and #Abortion is effectively banned in Alabama
