If you think about it, #scams are a form of business. They don't just start a scam. They study the population. They conduct research and tests. They train people. The hold meetingtos to improve their processes and craft. They probably have documentations too!
Just like any other businesses.
For example. If you want to start scamming Filipinos in the Philippines, you don't want to start a housing scam or a home renovation scam. You also don't want to start a credit card, debit card, bank account, scam/phishing. Not going to work. Oh sure, maybe you'll be able to scam a hundred or so, and that's a very generous figure. Like any other business, you don't start a scamming business that won't produce good and sustainable results.
Yet, home renovation scams are popular in Japan. Card and bank account phishing scams are common in South Korea.
Late road tolls payment is a thing in the US of A.
Are you familiar with "genius and pschopathy are two sides of the same coin"? Yeah, "businesses and scams are two sides of the same coin" too. 😝
And like with some genius and psychopathy folks where they successfully use both sides of the coin, there are also folks who are experts in running a legitimate scamming business, or legitimate businesses scamming people.
They're not easy to spot. They probably hold a Masters Degree in Scamming, I mean, Masters Degree in Business Administration.
