Let’s Make a (New) Deal: Could Cashing Out of Medicaid and Medicare Coverage Lower Health Care Costs and Improve Its Quality?

In two recent policy reform papers, David Hyman and Charles Silver propose moving health care subsidies from defined benefits to defined contributions as a way to improve the cost and quality of Medicaid and Medicare. They argue that this would provide more predictable budgeting, reduce fraud, incentivize more efficient use of health care resources, and overcome political hurdles.
