Standard Paid Relay blocks NOTHING.
Right now they just stop spam, because spammers don't pay. Relay operators are very much publicly saying "we don't block, you need to mute".
IMO this will change - there is already a Sensitive Content NIP and when implemented that content will be blocked on many relays. Not on mine. That's when it comes into it's differentiated self :-)
I WILL blacklist npubs that hassle people though, or post actually illegal content under UK law. That means I can be cool with FSSW posts, whereas US based relays will soon find that their lawyers outline the legal risks they run if they allow it.
