Because you can’t afford it yourself so you’re going to need the cooperation of all citizens. So basically just replicating the existing military. You won’t be able to do because you won’t get everyone’s voluntary cooperation immediately. You don’t just need funding, you also need bodies to fight. You’ll also need to construct your own prisons and fund your own police to deal with domestic issues. It’s just not happening.
