I actually think they could go with fairly stable rules (and for free), and instead create hype around... miniatures!
No, really. Even accepting they want to maximise profits, they don't have to do it via rules/codices. They could do
• more thematic box sets
• limited edition minis that just look different but don't require rule changes
• special add-ons/gear
• ...
Every collector would still buy.
