That's certainly a part of the reason. Let's not forget though the lengths the US political establishment goes to make sure the "wrong" kind of people are denied the opportunity to vote. Short hours for polls, no guaranteed time off work to vote, voter ID requirements, attempts to restrict the ability to vote by mail, the disenfranchisement of ex-cons and prisoners, etc. Other western countries don't make it this difficult to exercise your vote.
