APT 3.0.0 is released.
This marks a sort of point of finalization for the work done in 2.9.x.
I did not quite get everything done I wished I would, but also more than I anticipated :D
Some more work is going to be needed on modernize-sources and making error messages from the new solver translatable, but we can do those in 3.0.x releases.
I dedicated the 3.0 series to Steve Langasek who passed away earlier this year.
