It's well documented by a huge number of journalists, Jessikka Aro & Anne Applebaum to name a few, that these networks exist and operate with huge resources. 50000 twitter accounts is probably a low estimate.
Russia's Internet Resource Agency is just the tip of the iceberg here. They sell these services to all autocrats around the world.
