As for the civilians, keep in mind there isn't a hard distinction between a terrorist and a civilian in Muslim dominated regions. Every Muslim (yes every) is required to participate in Jihad, i.e. the religious struggle/war to takeover and convert the infidel land, Dar Al Harb into a Muslim land, Dar Al Islam ( https://wikiislam.net/wiki/Qur'an,_Hadith_and_Scholars:Jihad ). If a Muslim isn't literally fighting by hands/swords/guns, he is fighting by bringing food and water to them, blocking rivers, knitting lies/deception for their enemies (think of the 9/11 times when all the celebrity "moderate" Muslims tried disconnecting the attack from Islam altogether. Terrorists don't follow the "real Islam"). The western world seems to have a hard time understanding this phenomena (not allowed to be mainstream-ed, Christianity has been forcefully subdued from a similar version)
