It's also a political system wherein certain key individuals can declare, or at least hugely affect, who else has power in other integral positions.

Which can lead to (as has done so) a chain reaction of people with similar mindsets or values or politics who hold positions of a lot of power. Who then, as said earlier, dictate how laws and regulations affect the masses, including any and all who vehemently oppose the rulings.

A few ruling many can be grossly corrupted.
