It's a tool in the toolbox of bullies, and also serves as a symbol indicating that the mods will be on their side in case of a dispute, as it happened with me. (I was doing my best to be kind, and got punished. Some dude who was openly trolling me got a slap on the wrist.)
Dropping it would make the bullies go berserk and start a hate campaign trying to make as many people as possible leave the project, so yeah, it wouldn't be a good solution.
There's no good solution, I think. They let the bullies fester, and they'll have to deal with the consequences, bleeding potential contributors either way.
It may even be that they would lose a lot more contributors by dropping the CoC than by keeping it at this point, because they have so much power.
So it's a choice between living under unethical rules vs. partaking in much smaller but nicer communities. Just like proprietary vs. free software.
