It's a grey area of crime but not of a unilateral execution via missile without a trial. It's like the fraudulent journalists at the New York Times or the criminals at Langley. They're evil and they're arguably all committing some form of aggression, but I do not think the death penalty by missile strikes to whoever is in the building at the time is an appropriate way to handle those criminals.
