Subreddit mods have total control over the submission queue, comments, and can ban users. They can remove content. They can use an automod script to shadow ban.
But people don't like that. So they often coordinate off site on places like Discord and Telegram with like minded people to mass upvote or mass downvote submissions and comments.
Mass upvote something the mods likes. Mass downvote something the don't like, so it will be suppressed and no one sees it.
