It feels like the web-of-trust was thrown in as flavor text. The intended emergent behavior is "there will be trusted people. They will maintain blacklists for the benefits of others. Some of them might even be paid (for child-safe whitelists, for example.)"
But that emergent behavior doesn't need a web-of-trust. A web-of-trust actually tends to degrade it. There's a reason why,beyond a scale of a hundred or so people, we trust punishments to formal and open processes and not gossip-circles.
Believing that a PGP signed email came from a source is a very different problem from "an angry mob hates this person. Are they right?"
