And... is that really a problem? _Really_? Is the _only_ thing preventing Too Many Chariots the heroic efforts of a TO houseruling them away? The theoretical abuser having to buy a crapton of chariots wouldn't make a difference? That it might not be an effective way to play the game wouldn't help? 4/?
