Ways of stabilising the birthrate in a country that might work:
* Free obstetric care
* Free healthcare for under 16s
* State subsidised childcare
* Decent, enforceable equal pay legislation to protect women in the workplace.
* Encourage employers to offer part-time, family friendly hours
* Fix your housing crisis - make sure there are affordable houses where the jobs are
Something which will definitely not fix the birthrate
* Offer free IVF to the small minority of people struggling with infertility.
(I mean, there might well be *other* arguments for offering free IVF, but stabilising your country's birthrate is not a good one.)
