I dont think it's particular the PQC, as much as the tiresome "We need to add more Encryption" refrain.
Cryptology does solve a lot of problems, but seldom the ones which actually impact people and sysadms, and it also creates it's own problems and failure modes (Key rotation).
Maybe add to that the increasing perception (NB: not necessarily reality) that encryption is something criminals exploit a lot ?
Not quite "WOLF!" but getting there...
