There already is a way to disable CoPilot via GPO for Win11 Enterprise so I'm fairly certain there will be a way for admins to disable Recall via GPO once it becomes generally available.
That being said I deleted Windows 11 a few weeks ago and switched to Linux Mint precisely because there's no way to disable it in Windows 11 Pro. I don't run Enterprise at home because I frankly don't want to stand up the infrastructure to support it.
