Imho, the states are usually inept in the tech sector so much that they usually get subverted by the usual industry players. With the libre going being rather inadequate, e.g. EU's NGI, NLNet and few others which work more like startup seed funds rather than building a sovereign tech infra.
Pains me a lot.
