I think people conflate "central planning" with "central dictation".
In both the corporate world and in, say, the Chinese government (among others), central planning sets the *tone* for economic activity. People have this bizarre view that Beijing just micromanages ever one of 1.4 billion people but this is stupid.
They set policy. Which is enacted according to local conditions.
