American politicians have this irritating habit of lambasting apparently recent developments in Chinese policy as clandestine or nefarious and its frankly pretty exhausting.
Virtually everything that comes to pass was documented and announced by the party eight years ago. Everything gets announced at the national congress. China didn't just secretly start making better cellphones and cars overnight, it was literally part of a well communicated national effort based on investment in education and stem.
