What these hyperventilating pedojacketing folks fail to understand is that a father is what fixes all of this. Coverture provides a woman's father with her reproductive rights prior to marriage. Strict social enforcement of this right prevents her from being a whore until marriage.
This means that a father has the final say in who she can marry - she has to consent to who she marries but dad has final veto. This means that whether she's 13 or 33 her dad will be keeping the degenerates, kikes, niggers, cads, streetshitters, and other useless bottom feeders away.
Absent a father acting under coverture, it really doesn't matter what laws you write. Either the girl will be a whore or she'll marry the most useless man in the village. The odds that a woman picks a good man on her own without the help of another man with her best interests at heart (her father, brother, uncle, grandfather, cousin, some male blood relative) are astronomically low.

That said, it's extremely gross to want a girl who's prepubescent or barely started puberty. The earliest reasonable age is probably 15 or 16, around the earliest age that one could be expected to receive the Sacrament of Confirmation. I'm not certain a numerical age can solve this though.
Rather than using an arbitrary age, it would probably be best to study further and use developmental markers to figure out what age makes more sense for the girl in question. There are definitely late bloomers, and if so probably early(ish) bloomers. Also remember that the modern (((school system))) poorly socializes kids and young adults which prevents them from maturing intellectually or emotionally. The cosmopolitan nature of society makes this issue worse as people can't safely socialize their kids among their own people.
