Its related that rural areas are car-dependent with a lot of folk driving diesel vehicles, and they are extremely pissed off the EU and other govts are now seeing these as pollution source and passing more regulations (a lot of folk seemed more annoyed VW were caught and punished than Dieselgate itself)
