I think the place to start here is the advance of Large Language Model AIs. This has allowed Elon to fire a lot of moderator staff. He foolishly fired engineers too, but that's an aside.
The AI software can read a tweet and understand some context of its content and subtext. It can then use that to tag and rank the tweet based on its content and not just who wrote it.
Twitter already knows users' ideology based on likes and retweets. But with an AI, it can granularize reach by content itself.
