No, I think everybody is allowed to build apps. I just would wish that if a person develops an app, they would also educate themselves about UI „design“, only the basics. Just getting a basic knowledge about alignment, spacing, fonts, colors. „Design“ in quotes, because I know how big that keyword, how much knowledge, practice, etc it needs
