Here's a suggestion for the politicians to consider: instead of encouraging ever more traffic on to congested roads, put the heavy freight back onto water and rail.
Too difficult? Too costly? I say it's not; we have the basic (& remnant) infrastructure; let's improve that to modern standards.
The benefits are manifold, from road safety to reduced carbon consumption.
