Hopefully not! But Japan, oh well, it depends, every time I go I see quite similar behavior, in the metro most people down in their mobiles or manga magazines, no talking ever, only "emails" (funny, no texting , emailing, now changing a bit), night life vibrant, in Tokio, Ropongi always alive, bars full , restaurants full, the more they drink the more they share :)
Then, there is karaoke, the culture is built for sharing but tech is slowly pushing them towards isolation, I don't think is taking strongly though
In the EU, this last summer had the luck to visit a couple Mediterranean countries and the social life is very busy, it was refreshing to observe young people still having fun out as thr old still keep doing. And eastern Europe even more, the slavics are incredibly social and South America , well ... Hard to believe that Brazilians or Venezuelans or Puerto Ricans or Cubans will stop partying every weekend like there is no tomorrow... LOL such a happy people!
