Because Starmer, like Blair before him, isn't aiming to convince every Tory voter, he's aiming to convince a few hundred thousand people who lean broadly centre-right.
That's not to say he's necessarily doing a good job of it, that's a different argument. But as things stand, a few dozen sixtysomethings in Nuneaton who own their own semi-detached houses have more powerful votes than a million under-40 renters in major conurbations.
None of this will ever change without electoral reform.
