This could be done by scp’ing to a deterministic directory tree and using a systemd unit instance that points at that directory.
Container orchestration can be “the computer asks the service manager to stop a service and start another via ssh”. Containerization is just chroots with condiments; there’s nothing that requires this to be complicated.
