This unassuming conical tower, at first glance an agricultural silo or water tower, was actually part of a secret "continuity of government" communications network. Built in the early 1960's, CARTWHEEL and a number of similar towers strategically located around the mid-Atlantic region linked the White House with remote sites such as Camp David, Raven Rock, and Mount Weather.
The white section of the tower is a plexiglass radome, concealing various microwave antennas.
