At my high school in the early 00's we were taught math (of all subjects) for nearly 2 years by a dude who had zero credentials to be a teacher and didn't know diddly squat about math. 2 whole years of complaints and many failing students, they went ahead and fired him, because an ex-girlfriend of his showed up and decided to rat him out, because of some issues they had, think it was money that he owed her. They did it reluctantly as well.
We also were taught for nearly 2 trimesters by a convicted pedophile, who ended up raping a girl on school premises as well. Instead of being handed over to the police, the school threatened the girl and her parents, and the rapist was sent on his merry way, in order to avoid a scandal.
I'd be shocked if an actual criminal background check was performed nowadays.
