Something like this happened during the Trump presidency. A US spies wife killed a teen on a bicycle in the UK when she was driving on the American side of the road. The US wouldn't let her go to jail in the UK.
But then Trump brought the family of the murdered UK Teen to the white house and he surprised them by having the wife who killed their son in the next room. He asked if they would like to talk to her. Like it was a reality show. They started crying and wouldn't meet her.
