To some extent I realize I am going to bat for Facebook and Twitter here, and I do hate that (I think that engagement-maximizing *does* have profound negative effects on society, even if 'teen mental health' is not the biggest one) but the whole discussion has the flavor of a moral panic. It's the same as the "violent video games" scare from 3 decades ago. And it lumps in all use of "screens" with the most virulent and horrible vectors for disinformation.
