Remember the UK wanted to send refugees from the UK to Rwanda and then "pay" Rwanda for this? Well those same "refugees" are possible fighters, trainers + with UK funding, Rwanda can then get local militia to work on their behalf whilst creating the export channels through Rwanda, increasing their tax base.
