I'm working on the doctor issue. But, just to add on the brokenness issue. I lived in Serbia for a couple years. That is a poor country in Eastern Europe. They provide better public health care than Canada, particularly for kids.
A country that is small and far less wealthier than Canada provides better care.
I'll contrast this with Australia, where I lived for seven years. And I'll say, they have much the same problem as Canada.
