There are some fixed costs you don't really get value out of if you don't drive a lot, insurance (a bit under CAD 1000 for me since B.C. has super expensive car insurance and I'm considered a new driver here) plus wear items that need time-based replacement on if you don't wear them out by driving (tires, oil, etc.), but that's all fairly small other than insurance and all of the per-mile costs are way lower.

You barely have to drive for per-mile costs to catch up to these fixed costs.
