Anyone can run an AP node, and one can exist as a community even without federation (example: Truth Social). Anyone can also run an AT PDS (plausibly, one could run both on the same server), but no one reads one directly - they're indexed first, then collated by a labeler, feed gen and appview. bsky.app is primarily the latter layers, and those are where moderation happens.",
