They profit from the status quo the most since they can get most of the things they want. Industries and governments don't really profit from it, because eco-disasters endanger their business/chance for re-election (though I doubt most people in the relevant positions can see that far in the future).
Over here in Germany the average CO²t/anno/person is around 10 CO²t. If you break it down, the richest 1% actually does 105 CO²t/anno/person in average and the richest 0.001% aka 800 people are doing almost 12,000 CO²t/anno/person while the poorer people do 3 CO²t/anno/person.
Or in other words: Unless the majority realizes that the heads of the rich must roll, nothing will improve.
