Agree, altho I'd suggest a *lot* more tax to discourage individual landlords and property companies from hoarding the limited stock.
Either,
1. Home-ownership is the goal and so we discourage all rent-seeking behaviour that prevents home-ownership through the exploitation of scarcity, by taxing landlords to the point at which they can only make a loss from property rentals.
Or,
2. Ending homelessness is the goal and we set about building publicly owned housing.
