The Monroe Doctrine was architected by British foreign minister George Canning and US Secretary of State John Quincy Adams.
It was on paper enforced by the US but in reality was enforced by the Royal Navy to protect British colonial interests in South America by giving them a monopoly on sugar plantations while Spanish French and Portuguese colonies declared independance in the early 1800s.
