I don't think any governmental agency in the USA could host a public registration server on the Fediverse due to first amendment considerations. Perhaps more accurately they could but everyone would defederate due to moderation concerns.
You'd probably have to have a system where the government provided everyone a single user instance, which sounds like a logistical nightmare.
Not sure the Fediverse is designed for hundreds of millions of individual servers either, although maybe it is.
